This PR updates hasktorch-skeleton to match the changes to hasktorch outlined in hasktorch/hasktorch#700.
cudaSupportsetting to compile project with CUDAOnce hasktorch/hasktorch#700 is merged and this PR is reviewed I will add another commit to this PR referencing the hasktorch proper.
